COVID-19 Notice 3/30/2020: Clean Plus Deemed Essential

We have received inquiries into the implications of the U. S. Department of Homeland Security’s memoranda and Governor Hogan’s Orders on the continued operations of Clean Plus. We want to be clear: Clean Plus will continue to operate as normal.


On March 16, 2020 the President issued the following Coronavirus Guidance for America:

“If you work in a critical infrastructure industry, as defined by the Department of Homeland Security, such as healthcare services and pharmaceutical and food supply, you have a special responsibility to maintain your normal work schedule.”


On March 19, 2020 the U. S. Department of Homeland Security’s Cybersecurity & Infrastructure Security Agency issued a “Memorandum on Identification of Essential Critical Infrastructure Workers During COVID-19 Response” signed by Director Christopher C. Krebs. This memorandum clarifies federally designated essential workers.


Among the listed categories of workers deemed essential to the function of country are Public Works workers. This category includes:

 “[w]orkers such as plumbers, electricians, exterminators, and other service providers who provide services that are necessary to maintaining the safety, sanitation, and essential operation of residences”.


Clean Plus is, therefore, deemed essential.


Maryland Governor Larry Hogan issued an Order on March 19, 2020 (later amended) which is specific to the state. This Order (Order of the Governor of the State of Maryland, Number 20-03-23-01, dated March 23, 2020, Amending and Restating the Order of March 19, 2020, Prohibiting Large Gatherings and Events and Closing Senior Centers, and Additionally Closing All Non-Essential Businesses and Other Establishment), provided initial guidance for Maryland businesses.

Effective March 24, 2020, Maryland’s Office of Legal Counsel has provided “Interpretive Guidance” relative to Governor Larry Hogan’s Orders. The Interpretive Guidance, in short, refers businesses to the March 19, 2020 Memorandum issued by the Department of Homeland Security. The Interpretive Guidance can be found at:
